NVQ Overview
The L2 NVQ Certificate in Plant Operations (Construction) – Fork-lift Trucks course is designed to confirm the competency of learners in the skills and knowledge required to operate fork-lift trucks safely and efficiently in construction environments. This includes the principles of fork-lift truck operation, load handling, and health and safety practices.
Assessment and Certification:
This qualification is suitable for individuals working in the construction industry who operate fork-lift trucks as part of their role and are required to upgrade their Trained Operator cards or require an NVQ to confirm their competency.
Upon successful completion of the course, participants will receive the L2 NVQ Certificate in Plant Operations (Construction) – Fork-lift Trucks, demonstrating their competence in operating fork-lift trucks in construction environments.
The qualification covers 2 mandatory units – Conforming to Health and Safety in the Workplace and Conforming to Productive Working Practices and 1 optional unit covering the operation of the machine in the workplace.
Participants must have experience of operating the machine, site experience and a basic understanding of construction principles.
Assessment is carried out through a portfolio of evidence, including observations, witness testimonies, and work products. Participants will be assessed by qualified assessors to ensure they meet the required standards for certification.

The qualification covers all types of Fork Lifts, including Telescopic Handlers, Counterbalance Fork Lifts and Rough Terrain Fork Lift used for transportation of loads. Participants will have hands-on experience with these Fork Lifts and understand their specific functions and operational techniques.
Participants will have knowledge of relevant health and safety legislation and regulations governing fork-lift truck operations in construction (ie Health and Safety at Work Act – HASAWA, Lifting Operations and Lifting Equipment Regulations – LOLER and Provision and Use of Work Equipment Regulations – PUWER). This includes understanding the legal requirements for certification and licensing of fork-lift truck operators.
The NVQ qualification includes assessment on safe control of fork-lift trucks, focusing on load handling, manoeuvring in tight spaces, and efficient stacking techniques. Hands-on experience is required to be able to demonstrate proficiency in using fork-lift truck controls and executing load handling scenarios.
Participants will be able to demonstrate safe techniques for safe and efficient load handling, such as handling various pallet sizes, managing loads with different centres of gravity, and ensuring load stability during transport and stacking.
The assessment covers procedures for conducting pre-operational checks, identifying potential issues, reporting issues and performing routine maintenance to ensure the safety and reliability of fork-lift trucks. This includes checking fluid levels, inspecting forks and attachments, and ensuring proper tyre condition.
Participants will have experience of health and safety practices, including risk assessment and hazard identification specific to fork-lift truck activities, proper use of personal protective equipment (PPE), and safe working practices to prevent accidents and injuries.
Participants will be aware of minimising environmental impact during fork-lift truck operations, including proper handling of hazardous materials, reducing emissions, and implementing sustainable practices in material handling.
Competency is assessed through a portfolio of evidence that includes observations, witness testimonies, and work products. Qualified assessors will evaluate your practical skills and theoretical knowledge to ensure you meet the required standards for certification.
The qualification includes maintenance procedures such as checking hydraulic systems, inspecting and maintaining forks and attachments, battery maintenance for electric fork-lifts, and troubleshooting common operational issues.
Participants will be required to demonstrate competence on emergency response procedures, including how to handle equipment failures, safely evacuate the area in case of an accident, and provide first aid if necessary.
Participants must have experience in the operation of the relevant type of fork lift, site experience and a basic understanding of construction principles to be able to take the NVQ qualification.
Upon successful completion, participants will receive the L2 NVQ Certificate in Plant Operations (Construction) – Fork-lift Trucks, with an endorsement for the type of Fork Lift used for completion of the qualification, demonstrating their competence in operating fork-lift trucks in construction environments.
The course duration is normally 1 day – as long as the site requirements are met and a room is available for the theoretical element of the assessment.
