Street Works regulation changes

Upcoming changes from 1st December 2024 aim to enhance training quality, assessment integrity, and industry-wide safety standards.

Upcoming Street Works Regulation Changes

The street works industry is set to benefit from important new regulations designed to enhance the quality, consistency, and safety of training and assessments. Effective from 1st December 2024, these updates reflect a growing commitment to maintaining the highest standards across the sector. Here’s what the new changes mean for candidates, training centres, and employers, and why they mark a positive step forward.

Key updates to Street Works Assessments

  • Focused Qualifications for Operatives and Supervisors
While Operatives and Supervisors can still attend the same course, a single candidate can no longer obtain both qualifications at the same time. This adjustment ensures that individuals focus on developing the specific skills and competencies required for their chosen role, ultimately enhancing the overall quality of training and assessment.

  • Enhanced English Proficiency Requirements
To support clearer communication and ensure safety on-site, candidates must have a sufficient understanding of English before taking assessments. This ensures better safety practices and minimises potential risks caused by language barriers.

  • Structured Resit Policy for Online Exams
Candidates who do not pass the initial exam and two resits must now complete additional training, with a minimum one-week gap before retaking the test. This encourages meaningful learning rather than repeated attempts, raising the overall standard of competency.

  • Documentation Standards for Reassessments
Candidates taking re-assessment courses must provide copies of their current Street Works card prior to taking the re-assessment course, ensuring that only eligible participants proceed and that all qualifications remain valid and up-to-date.

  • Improved Invigilation and Quality Assurance
Knowledge tests now require invigilation by someone other than the assessor, or, if invigilated by the assessor, must be video-recorded for quality assurance. This ensures the integrity of the examination process and supports transparent assessment practices.

  • Clear Exam Room Protocols
Candidates who leave the room during a knowledge test are no longer allowed to re-enter until all other participants have finished their knowledge test. This strengthens exam security and fairness.

Why these changes are a positive development

These adjustments address previous gaps in the training and assessment process, ensuring that qualifications are not only compliant with regulations but also truly reflective of a candidate’s skills and knowledge. By refining the process, the industry is taking proactive steps to elevate professionalism and competency within the workforce.

For training providers, this represents an opportunity to further demonstrate our commitment to quality. By adopting the new standards, centres can ensure their courses produce highly competent candidates, leading to safer, more efficient work practices on-site. Employers will benefit from a better-trained workforce, reducing risks and improving project outcomes.

Looking ahead: building a stronger industry

These changes are part of an ongoing effort to support the professional development of operatives and supervisors in the street works sector. By implementing structured training pathways, rigorous assessments, and transparent quality assurance, the industry is building a more competent workforce equipped to meet modern challenges.

As the revised regulations take effect, they underscore the importance of collaboration between training providers, employers, and regulatory bodies to maintain the highest standards.
