CPCS Appointed Person – Lifting Operations

The CPCS Appointed Person for Lifting Operations is responsible for planning, supervising, and ensuring the safe execution of lifting activities on construction sites. This role is critical in managing the risks associated with lifting operations, ensuring that all procedures comply with legal and safety standards.

Key Responsibilities:

  • Lifting Operation Planning:
    • Develop detailed lifting plans, including load assessments, rigging methods, and equipment selection.
    • Evaluate the site conditions to identify potential hazards that could impact lifting operations.
    • Ensure that lifting operations are planned and executed in accordance with LOLER (Lifting Operations and Lifting Equipment Regulations) and other relevant safety regulations.
  • Risk Assessment and Management:
    • Conduct thorough risk assessments to identify hazards related to lifting activities.
    • Implement control measures to mitigate risks associated with lifting operations.
    • Review and update risk assessments as necessary to adapt to changing site conditions or lifting requirements.
  • Supervision and Coordination:
    • Coordinate with crane operators, riggers, and other site personnel to ensure that lifting operations are carried out safely and efficiently.
    • Supervise the setup and use of lifting equipment, ensuring compliance with the lifting plan.
    • Communicate clearly with all team members to maintain a safe working environment during lifting activities.
  • Equipment Selection and Inspection:
    • Select appropriate lifting equipment based on load requirements and site conditions.
    • Ensure that all lifting equipment is inspected and certified before use.
    • Oversee regular maintenance checks to ensure that lifting equipment remains in safe working condition.
  • Compliance and Documentation:
    • Maintain comprehensive records of all lifting operations, including risk assessments, lifting plans, and equipment inspections.
    • Ensure compliance with all relevant safety regulations and industry standards.
    • Report and investigate any incidents or near-misses during lifting operations, implementing corrective actions as necessary.
  • Training and Competency:
    • Provide guidance and training to crane operators, riggers, and other personnel involved in lifting operations.
    • Ensure that all team members are competent and adequately trained to carry out their roles safely.
    • Stay updated with the latest industry practices and safety regulations to maintain high standards of lifting operations.

Skills and Qualifications:

  • In-depth knowledge of lifting operations and equipment.
  • Strong understanding of health and safety regulations, particularly LOLER and PUWER.
  • Excellent planning and organisational skills.
  • Ability to conduct detailed risk assessments and implement control measures.
  • Effective communication and leadership skills.
  • Certification as a CPCS Appointed Person for Lifting Operations.
