The Construction Plant Competence Scheme (CPCS) has announced a significant update regarding the phasing out of Blue Competent Operator cards. Effective from 31st December 2024, these cards will no longer be valid. This decision, mandated by the Construction Leadership Council (CLC), aims to uphold the industry standard that requires all skilled operators to possess a Level 2 Vocational Qualification (VQ) relevant to their occupation.

Historically, Industry Accreditation allowed workers to obtain CPCS blue cards based on their industry knowledge and employer recommendations, rather than through formal qualifications. This practice will officially end on 31st December 2024, aligning with the CLC’s directive to enhance the competency standards within the construction sector.

Efforts and proposals by CPCS

Over the past year, CPCS has dedicated significant effort to ensure a smooth transition for those affected by these changes. Two key proposals were developed and approved by the Construction Industry Training Board (CITB) and the Construction Skills Certification Scheme (CSCS):

  • Fixed Expiry Blue Cards: Existing blue cards will expire on 31st December 2024. This provides cardholders with adequate time to meet the new requirements. Upon completing the required Competence Interview, cardholders can have their cards topped up to reflect the original five-year validity.
  • Competence Interview Option: Instead of completing an NVQ for each category on their blue card, cardholders can undertake a Competence Interview set by NOCN CPCS. This interview assesses skills and knowledge to ensure the Operator meets the necessary standards, thereby eliminating the need for multiple NVQs. This proposal, accepted in October 2019, aims to simplify the process for experienced professionals.

  • Check Your Status: Determine if you need to complete the Competence Interview by reviewing your current qualifications and card status.
  • Schedule Your Interview: Contact our Test Centre in Kettering to schedule your Competence Interview.
  • Prepare for the Interview: Familiarise yourself with the interview requirements, which include health and safety in the workplace, effective communication, teamwork, independent working, and more.
